The recent update works fine on gzdoom 4.8.x versions so I'm not exactly sure what the issue could be here. You wrote that you are using v4.8.2 so it should work as intended.
I would suggest to allocate the Neural Network Upscale (hexen_gz.pk3) and see if that works, if that doesn't load up, then something's not setup correctly on the Android device.
